There is a shop on the Abdullah bin Thani Street. They specialise in Sheesha and Tobacco. You may check there.

City Center, First Floor, Opposit to CareFoure. You will find every thing you want for smokers that is legal.

Try any of the souks, there are a few around the city selling this type of produce.

It's either tobbaco shop in city center first floor or Jaouni center behind Ramada next to jaguar showroom.
