visa for a transit passenger on qatar air ways

My brother will be travelling to Botswana from sri lanka
and he has a transit flight at Doha and he will be at doha for almost 12 hours (no hotel) to take him out, do I need to apply for a visa if so what is the procedure and where i will get it he is a sri lankan national who is holding a bostwana resident permit. appriciate for your comments

You have to apply for visa at Passport & Immigration building near to Airport carparking. fill up a simple Form along with passport copy of both of you. Your current salary certificate also attach. Sanction of Visa solely depends on the Captian (Sr. Immigration officer)
