Visa Approval Pending from 20 days

I provided NOC and Visa Transfer Form to new Company on 15 August 2012. The HR lady told me take 2 weeks to get approve of my Visa. After getting approval of my visa, I can start the work, So far visa is not approved and I am Jobless and no money. I ask the HR persons, at least allow me to work they replied me its the Policy of company unless visa is approved, no person is allowed to work. Also I asked the Mandoop he too said until now visa not approved, after approval he will inform me. Can any body who has knowledge about Qatar labour law and visas, Please suggest me what i have to do in this situation.
